Where Empathy Meets Impact
For over four decades, we've been driven by compassion for our community and data-driven decision-making. From piloting Veteran programs to launching one of the first “tiny home” interim housing communities in California—we find solutions to problems where others might not look.
Our Guiding Principles
Comprehensive services tailored to meet the unique needs of our community.
Housing First
Our program participants are housed as quickly as possible without preconditions. Housing First does not mean housing only—we offer end-to-end services that address barriers to long-term housing stability.
Harm Reduction
We support people in taking small, positive steps to prevent the harmful effects of high-risk behavior. We address the behavior itself with compassion and at a pace that works for the program participant.
Low Barrier
We reduce barriers to enrollment in our programs. Program rules are limited and focus on supporting program participant safety.
Trauma-Informed Care
Our services and sites are responsive to the effect of trauma on the people we serve.
Innovation That Drives Change
For more than four decades, we have been at the forefront of innovative, solutions-driven programs that create lasting change for people experiencing homelessness. We deliver consistent, high-quality care and are trusted to respond with urgency and precision.
Homeless Memorial
Every Name Matters
Staff at Santa Clara County's largest shelter learned that if someone dies while homeless, they had no place of burial or public acknowledgment. It inspired us to launch the Homeless Memorial, now an annual tradition honored across the Bay Area.
Disaster Support
Called on In Crisis
Trusted by local government to rapidly deploy large-scale emergency shelters in response to wildfires, floods, and eventually the COVID-19 pandemic by mobilizing resources when communities needed them most.
Sonoma Safe Sleeping Program
Expanding our Expertise
Opened the first safe sleeping site in Sonoma County, providing a dignified, structured alternative to unsheltered homelessness.
Interim Housing
Driving New Solutions
Developed one of California's first "tiny home" interim housing communities, offering an innovative bridge between the traditional shelter and permanent housing.
Veteran Programs
Leading with Empathy and Evidence
Piloted and led high-profile Veteran programs that have become the national standard of care. As the largest supporter of Veterans in Santa Clara County, our broad continuum of care meets this population's unique needs.
The Numbers That Define Our Impact

SUCCESS STORY
Gabriela and Kilos' Journey
In 2017, Gabriela found herself living in one of San Jose's largest homeless encampments. Trauma, a lack of work, relationship difficulties, and substance use led her to the camps. It's where she found a community of people struggling with similar challenges. But then she met Kilos. He became her most significant partnership and a life-changing relationship. His reliance on her was the motivation she needed to pursue a new path.
